[Singapore, 2 November 2026] –
ABLE (Abilities Beyond Limitations and Expectations) today announced the appointment of Dr Ow Chee Chung as Chief Executive Officer, effective 2 November 2026.
A medical doctor by training, Dr Ow holds an MBBS and an MBA from the University of Surrey. He brings more than 20 years of senior leadership experience across government ministries, statutory boards and non-profit healthcare institutions.
Most recently, Dr Ow served as Chief Executive Officer of Kwong Wai Shiu Hospital for more than a decade, until March 2023. During his tenure, he led major organisational and infrastructure transformations, including the redevelopment of the hospital into an integrated nursing home and community hub, while advocating for dignity, independence and quality of life in long-term care.
He has also contributed to the broader community care sector as a member of the Agency for Integrated Care’s Manpower Committee, bringing his experience to sector-wide discussions on workforce development and care delivery.
Prior to this, Dr Ow spent six years as Executive Director of SPD, where he saw first-hand the growing needs of younger stroke survivors. He led a partnership with the Singapore National Stroke Association to address this gap, while championing supported employment, skills development and stronger collaboration between healthcare and community organisations to help persons with physical disabilities rebuild independence and reintegrate into daily life.
Earlier in his career, Dr Ow held leadership and administrative roles with the National Cancer Centre, the then Ministry of Community Development and Sports, and the Energy Market Authority, where he served as Assistant Chief Executive of the Corporate Services Division.
Since its establishment in 2010, ABLE has supported persons with acquired physical disabilities and their family caregivers through an integrated suite of services spanning Rehabilitation, Reintegration, Return to Work and Respite. Its work supports individuals as they rebuild independence, regain confidence and participate meaningfully in family, work and community life.
“Dr Ow brings a depth of experience that aligns closely with ABLE’s mission of supporting persons with acquired physical disabilities to rebuild their independence, return to work and participate meaningfully in family and community life.
His clinical background, extensive leadership experience and strong understanding of the community care landscape will be invaluable as ABLE continues to strengthen its services and extend its impact. The Board is confident that, under his leadership, ABLE will be well positioned to broaden its reach and further enhance the support we provide to our clients and caregivers,” said Ms Gan Siok Loon, Chairperson of ABLE.
“I am very pleased to join ABLE and to have the opportunity to contribute to work that has long been close to my heart.
Earlier in my career, I saw first-hand the challenges faced by younger stroke survivors as they worked to regain their independence and return to work. That experience reinforced for me how important timely, practical and coordinated support can be in helping someone move forward.
I look forward to working with ABLE’s staff, clients, caregivers, partners and donors to build on the strong foundation already in place and to support more individuals and families through their recovery and reintegration,” said Dr Ow Chee Chung, Chief Executive Officer of ABLE.
